In connection with the brutal murder of NIKOLAY PROKOPIEV

Dear Vladimir Vladimirovich!

We, CITIZENS of Russia, inhabitants and natives of Buryatia and the Buryat autonomous regions, students, journalists, scientific, cultural and art workers address to you this appeal in connection with the brutal murder of our compatriot Nikolay Prokopiev.

Nikolay Prokopiev was born in the Republic Buryatia in 1978. He graduated from the East- Siberian State Technological University in Ulan-Ude. In Moscow he worked as Senior Manager in "Roseurobank". He was a loving son, a devoted friend and a remarkable, kind, cheerful, courageous person.

On February, 28, 2007 in Moscow on Federative Avenue, Nikolay Prokopiev was brutally killed by a group of young men. He received more that 30 knife wounds. There are many reasons to conclude, that this murder was accomplished on the basis of racial hatred.

Murder on basis of racial hatred – it is a disgusting crime. The growth of street crime like this with the passive disregard by authorities to the chauvinistic moods in modern Russia is a strong indication that our country approaches national disorder and boundless cynicism of authority.

We protest against the situation in the Russian cities when practically monthly there are murders of people on ethnic grounds; (one week before, on February, 19 in the center of Moscow, the chief of the power commission of Republic Ingushetia, Batir Kurkiev was murdered – he received 40 blows with a scrap of pipe). We protest this atmosphere of fear and a forcing of interethnic hatred. We are convinced, that the Russian Federation is the state which is called upon to provide to all citizens equal rights and freedoms, otherwise it simply loses the sense of existence.

We demand from the Russian authorities and personally from the President of Russia, V.V. Putin as the guarantor of constitutional laws, equal rights and freedom of Russian citizens, to make certain and forceful steps to stop the growth of racism, xenophobia and discrimination in our country.

The first step that can be made in this direction - disclosing of all crimes on racist, ethnic, or national basis, accomplished in Russia, including Nikolay Prokopiev's murder.

We demand that the State Office of General Prosecutor take Nikolay Prokopiev's murder under their own control. Law enforcement bodies should take all measures for diligent, objective and careful investigation of murder of our compatriot, Russian citizen, Nikolay Prokopiev. We demand that the murderers of Nikolay Prokopiev must be brought to justice in the near future to appear at court and be sentenced with severe punishment.

from Buryat youth community of Moscow
in connection with the murder of Nikolay Prokopiev.

Dear President Putin
This appeal is signed by Russian citizens from Buryatia Republic and Buryat autonomous regions - students, journalists, scientists, workers of culture - in connection with the murder of our compatriot Nikolay Prokopiev.

Nikolay Prokopiev was born in Buryatia Republic in 1978. He graduated from East-Siberian State University of Technology in Ulan-Ude. Nikolay worked in “Rosevrobank” as senior manager. He was known as loving son, faithful friend and kind, cheerful, brave person.

On February 28 of 2007 Nikolay Prokopiev was foully murdered by the group of young people in Moscow on Federativnyi prospect. He was stabbed with a knife more than 30 times. There are good reasons to believe that the crime was motivated by racial hate.

Race-hate murder is a heinous crime. The growing number of cases of street lynching and connivance of authority to the chauvinistic climate in modern Russia indicate that our country is close to the ethnic collapse and boundless cynicism of authority.

We protest against the situation in Russian cities: almost every month race-hated murders are being committed. Week before the murder of Nikolay Prokopiev, on February 19 Batyr Kurkiev, the head of the power commission of Republic of Ingushetia, was murdered – he was hit by the pipe cutting in the center of Moscow. We protest against the scare atmosphere and escalation of racial hate. We believe that Russian Federation is a state obliged to guarantee equal rights and freedoms to its citizens, otherwise a state loses a reason to exist.

We urge the Russian authority and particularly the President of Russia Vladimir Putin, as the guarantor of rights and freedoms of Russian citizens, to terminate escalation of racism, xenophobia and racial discrimination in our country.

Detection of all racial-hate crimes committed in Russia, including the murder of Nikolay Prokopiev, is an initiatory step in this direction.

We claim the General Prosecutor Office to take responsibility for investigation of the murder of Nikolay Prokopiev. The law-enforcement authorities must put on all sail for scrupulous and objective investigation of the murder of our compatriot, Russian citizen Nikolay Prokopiev. We claim that Nikolay Prokopiev’s murderers come up for trial and suffer severe punishment in the near future.

Buryatia имхо, а не Buryatiya. хотя б потому что нет стран, название которых заканчивается на -iya. это уже калька с русского. :)

Nikolay Prokopiev1978年在布里亚特共和国出生。他毕业于乌兰乌德的东西伯利亚工业大学。他作为“Roseurobank”的高级管理人员工作于莫斯科。他是个可爱儿子，忠诚的朋友，一个非凡，亲切，乐观和勇敢的人。

2007年2月28号，在莫斯科的联邦大街，Nikolay Prokopiev被一群年轻人残忍的杀害了。他被捅了30多刀。有很多理由可以相信这次谋杀是基于种族仇恨。

第一步应该是---揭露在俄罗斯发生的基于种族，民族的全部犯罪行为。包括Nikolay Prokopiev的谋杀。我们要求国家总检察长直接接管Nikolay Prokopiev的案件。执法机构采取一切措施，认真，客观和谨慎的调查我们同胞--俄罗斯公民Nikolay Prokopiev的遇害案件。我们要求该案的凶手在不久的将来能够在法庭得到审判并得到严惩。

Monsieur le Président,

Nous, citoyens de la Russie, habitants originaires de la Bouriatie et des régions autonomes, étudiants, journalistes, gens de science et de culture, nous adressons à vous en rapport avec l’assassinat de notre compatriote Nicolas Procopiev.
Nicolas Procopiev est né en Bouriatie en 1978. Il a terminé l’Université technologique d’etat à Oulan-Oudé. Il travaillait à Moscou en qualité de manager à « Roseurobanque ». Il était un fils affectueux, un ami dévoué, un homme bon, toujours de bonne humeur, joyeux et courageux.
Le 28 février 2007 Nicolas Procopiev a été assassiné par un groupe des jeunes gens sur l’avenue Fédérativniy. Il a été poignardé à plus de 30 reprises. Il y a lieu de croire qu’il a été assassiné pour cause de haine raciale.
L’assassinat sur le critère de la raciale est un crime odieux. L’augmentation du nombre des lychages et la complaisance du pouvoir sur la question du chauvinisme dans la Russie d’aujourd’hui sont les signes que notre pays se rapproche dangeureusement d’une explosion des nationalités et atteste du cynisme absolu du pouvoir.
Nous protestons contre la situation dans les villes russes quand presque chaque mois il s’y produit des assassinats sur le critère de la nationalité (le 19 février 2007 le chef de la commission énérgique de la République d’Ingouchie Batyr Kourkiev a été tué au centre de Moscou). Nous protestons contre l’atmosphère de peur et contre la pression de la haine entre les nationalités. Nous sommes persuadés que la Fédération de Russie est un Etat appelé à assurer à tous ses citoyens les mêmes droits et libertés au risque de perdre sa raison d’être.
Nous exigions des pouvoirs russes, et en particulier de Monsieur le Président V.V.Poutine en qualité de garant des droits constitutionnels et des libertés des citoyens russes qui soit enrayée l’augmentation des actes racistes, de xénophobie et de discrimination dans notre pays.
La priorité en la matière serait le recensement de tous les crimes sur le critère de la nationalité en Russie y compris l’assassinat de Nicolas Procopiev.
Nous exigeons que le Parquet Général prenne directement sous son contrôle la direction de l’enquête sur l’assassinat de Nicolas Procopiev. Les organes judiciares doivent prendre toutes les mesures nécessaires à garantir le sérieux et l’objectivité de l’enquête sur l’assassinat de notre compatriote et du citoyen russe Nicolas Procopiev. Nous exigeons que les meurtriers le Nicolas Procopiev comparaissent devant un tribunal et soivent sévèrement punis.
